Abstract
Managing city logistics in large cities is a challenge. As a rule, this is done by several organizational units appointed by the territorial self-government as well as units belonging directly to the structures of the city office. The management system is constantly changing under the influence of various factors such as legal requirements, the strategy implemented by the local government or technology. Research in this area has been subject to a scientific inquiry for decades and these results are still interesting both because of their academic as well as business practice contribution. Contingency theory combined with network theory is together applied as an approach to consider the complementary roles of interaction, interdependence and integration in the studied network. The implementation of intelligent transportation systems (ITS) necessitates further changes in the urban logistics management system. The article contains the results of research in this area on the example of Lodz, where the largest ITS system in Poland operates.
