Digital Divide vs e-Government: Analyzing Italian Public Service

Abstract

The nature of the digital divide is a complex and debated issue; therefore, an accurate diagnosis of its causes is an imperative in order to discern and implement the proper solutions. The aim of this paper is to improve the accumulation of knowledge concerning the factors that can determine the reduction of the digital divide inside a macro area. Following this research stream, this study analyzes the interaction level between government and both citizens and businesses for public service delivery in order to understand government competences creating inclusion and participation and reducing the digital divide. The methodology was developed with the support of a qualitative analysis, monitoring the period 2018–2019 with an interaction level measurement model, between government and both citizens and businesses for public service delivery. The model has been developed following the classification standards adopted by OECD. The issues of Italian regions and the digital divide should be investigated to enhance the social and economic Italian development.
