Predictive and Prescriptive Analytics Tools, How to Add Value to Knowledge-Based Economy: Dubai Case Study

Abstract

Innovation and technology continue to be the driving force of growing economies. The need for constant change and improvement is driven by competing economies fueled by a more educated workforce and backed by proper governance structures. Dubai which has earned immense wealth in the petroleum industry is now venturing into these industries. Smart Dubai was open in 2000 as a smart city solution as an innovative initiative, large scale project for collaboration of private and public sector. These initiatives of Dubai Pulse which involves all stakeholders and entrepreneurs in accessing and sharing of data. It is having been touted for its analytical services. It will be instrumental to the future of uncovering Dubai from the veil of oil money. Dubai banks on technology and innovation particularly predictive and prescriptive analysis. The research study was conducted with the goals of analyzing the usage of both predictive and perspective analysis in the knowledge-based economy. The study also hopes to understand the value created through the use of predictive and perspective analysis in Smart Dubai and DEWA. The study raises conclusions on why the smart city project should be considered a success. Furthermore, there are areas that have been attributed to this success. The information was primarily collected through an interview with employees who heads the data analytics department at Smart Dubai and employees in the middle management level at DEWA. The feedback from the interviews were elaborate and thorough to the research being gathered. The interview was divided into three concerning knowledge-based economy, use of analytical tools and Dubai Pulse Initiative. The use of the interview arises from the fact that the subject of study needed to be informed by firsthand knowledge. However, this primary source was complemented by other secondary sources. The data from Smart Dubai and DEWA were analyzed to determine the opportunities that the use of the analytical tools will have along with the challenges and benchmarking with global successful cases. Then the recommendations part provides similar governments with the roadmap of how to implement the analytical tools and overcome the challenges.

Smart Dubai—Interview Questions

As part of the information gathering of the Information Technology Management Course project, the following interview questions were prepared to be answered by an employee at Smart Dubai.

The questions were divided into sections as shown below.

Interview was conducted on 08/05/2019 at 10:45 AM with Hamzeh Hamaraneh who is the head of DATA Analytics in Smart Dubai.

Section 1: UAE Based Economy and Smart Dubai Contribution to it

    How can Smart Dubai empower or support UAE economy?

    • We are empowering the government by using the tools and technology to represent the data and information.

    • By providing human resources to use the data in different uses of decision-making and across the city, while having the legislative and the authority to access such an information.

    • The Dubai data law that was released 2015. To be the first city to release such law, to regulate how the data used, stored, processed, and presented.

    • AI is filled by DATA. Not only we issued the law in 2015 but also we have the ethics of AI.

    What is the influence of smart Dubai on people of Dubai (residents, visitors, business owners, parents and families)?

Smart Dubai has direct and indirect influence, by supporting the government and the non-government entities through our services so we can enable them to serve the society better like Dubai police, RTA, etc.

Another sector, government to citizens directly. Through channels like Dubai now through all the segregated government entities and bodies.

Traditionally, people will go through the normal norm of business. Now through the eservices we are providing better services by using DUBAI now by having a journey rather than the service itself. Customer focused.

    What challenges does Smart Dubai faces in the local and global market?

    1. 1.

      The most challenging area, or critical is the culture, people will feel that the paper is more reliable than the digital products. So changing the culture into knowledge society and paperless society is the challenge.

      Making people relay on the digital projects, technology advancements is moving into the society much higher than the culture will embrace it.

    What is Smart Dubai trying to achieve in the future?

The goal is clear and very simple, to making Dubai the happiest city in the world; it is very simple but very big and challenging.

    What new services, innovations and applications smart Dubai may provide to customer and Dubai society?

We have a lot of products and services, I think the main services are Dubai now, AI, and block chain.

Example of AI use case

An AI service that will match children to school, so we will make it easier for parents to choose the right school to their children. To reduce the burden that this task will have on any parents.

Use cases of AI

Dubai customs, thousands of containers are arriving to the port every day. AI will help them into deciding What to inspect and why and when. By analyzing the Volume, history and country the container came from.

In a nutshell, we have a lot of repetitive tasks and we tend to do it repetitively which can be resolved by the use of AI so we can focus on creative tasks.

To define any repetitive tasks to be automated.

Section 2: Analytics Tools Currently used in Smart Dubai

Does smart Dubai uses Predictive analysis, like machine learning, AI tools, and simulations.

Yes, they do.

Can you name few initiatives?

Many tools are used, our biggest initiative is the paperless initiative, by 2021 Dubai government will be the first government of paperless. AI technology can be used by eliminating any repetitive tasks. To call for the same documents repeatedly.

Do you think that those tools add value to the smart government and the knowledge-based economy?

Yes it does.

Does smart Dubai uses Prescriptive Analytics, like math programming models, optimization models, heuristics.

Hint: Those kind of tools often minimize the risks in making certain decisions related to costs and often important to use when there is time sensitive decisions to be made.

Exploring those tools, currently they are not using them.

Does smart Dubai uses those tools, and do you think they are adding any benefits to the government?

Of course it will add the benefits, like lowering costs, having those tools will benefit the government to make better decisions, like the supply and demand modules.

Can you give me a brief about Dubai Pulse?

Dubai pulse is a market place, we have tools and technologies and we are acquiring data sets and providing to the customers to make any analytical tools. So this service is provided for the public.

In addition, do you think it is related to the tools mentioned previously?

Yes it is, it is a representation of DATA to allow the different stakeholders to make better decisions.
