Abstract
Video-on-demand (VOD) is a service in which a user can view any video program from a server at the time of his choice. In our paper, we present a new effective scheduling scheme, which can intelligently adjust its solution according to available resources and thus achieve an ideal average waiting time. We have realized this protocol in industrial application and have got a good performance.
