Tuomas Aura: How do you measure the cost of congestion?
Reply: It’s estimated by economists. Traffic congestion is estimated to cost the UK economy about \(\pounds\)15bn, and this impact is going to increase. I’m not entirely sure on the details of how they’ve made that estimate, but you could imagine saying, how much extra journey time is involved in, for example, truck journeys, than otherwise would be if there was nobody else on the road, etc.
