An Efficient MB Layer Rate Control for H.264/AVC Based on Adaptive QP Decision

Abstract

In the video coding standard, a proper quantization parameter decision is very important to increase the coding efficiency with given constraints, such as channel bandwidth and frame rates. In this paper, we propose an efficient macroblock layer rate control algorithm for H.264/AVC to determine adaptive and precise quantization parameter value. First, we suggest a scheme that prohibit early exhaustion of target bits during the encoding frame. Next, we propose a new header bits length estimation algorithm since the bits of the header information occupy a large portion of the total bits due to various macroblock coding modes in H.264/AVC. The simulation results show that the proposed algorithm provides an improved video quality and generates the coding bits close to the target bits.
