Abstract

This article sets out a paradigmatic BPM framework of public administration developed on the basis of a pioneering organisational concept of public administration. In conjunction with the corresponding BPM framework, standardisations have been undertaken, for example with respect to the inventtory of services and for tools and platforms for the documentation of services and processes. Based on the underlying organisational concept, ”black boxes” of local service production are combined with ”white boxes” of cross-administrative processes. Production processes are set against communication processes with the end clients of the administration. In particular, communication with end clients (distribution) is to be simplified through the separation of production and distribution, with the result that the administrative workload is scaled down. At the same time, services in the production network are agreed on a cross-institutional basis by means of service level agreements.
