Kurzfassung
Im Rahmen eines vom BMFT angeregten Forschungsprojektes wurde das Anwen-, dungspotential wissensbasierter Systeme (WBS) in der wasserwirtschaftliche Planungs- und Verwaltungspraxis — speziell im Arbeitsgebiet „Gewässerschutz“ — untersucht. Zum Arbeitsprogramm gehörten u.a. eine Systemanalyse, eine Bedarfs- und Machbarkeitsanalyse und die Erarbeitung eines computertechnischen Grundkonzepts. Als Ergebnis einer breit angelegten Umfrage und 30 detaillierter Interviews mit Fachexperten wurden insgesamt mehr als 30 potentielle Einsatzszenarien identifiziert. Darüber hinaus wurde festgestellt, daß Erfahrungswissen häufig in der Praxis eher implizit in Form von Fallmustern und Modellvorstellungen als explizit in Form heuristischer Regeln vorliegt. Die Entwicklung wissensbasierter Musterverarbeitungsmethoden und eine effiziente Integration modellgestützter Verfahren scheinen daher wesentliche Erfolgsschlüssel für die Anwendung der Wissensverarbeitungstechnologie in der Gewässerschutzpraxis darzustellen. Das auf der Grundlage der Einsatzszenarien und Anforderungsmerkmale entwickelte technische Sollkonzept sieht eine generische Wissensbasis für wasserwirtschaftliche Problemstellungen vor sowie objektorientierte Lösungsansätze für die Verknüpfung wissensbasierter Softwarekomponenten mit einem Geoinformationssystem (GIS), einer interaktiv-graphischen Systemoberfläche und externen Datenbanken. Die technische und organisatorische Machbarkeit eines objekt-orientierten hybriden Informationssystems wurde auf der Grundlage verfügbarer computertechnischer Erzeugnisse positiv beurteilt.
Abstract
The main goal of a recently finished joint research project was to identify domains of high application potential for knowledge based systems (KBS) in water resources planning and management for the benefit of water resources protection. The project’s scope included a state-of-the-art review, a system analysis, a rigorous demand investigation and a feasibility study. In addition, a basic system concept (hardware and software) for fulfilling the requirements of the application domain was outlined. To analyse the demand for KBS in the water resources field, about 2000 questionnaires were distributed, and 30 in-depth interviews were carried out with experts in the field. This lead to the identification of more than thirty possible application scenarios. Moreover, it was found that field expertise very often consists of case and pattern knowledge rather than of heuristic rules. Therefore, a key to successful application of knowledge processing seems to lie in the development of knowledge based pattern recognition mechanisms and in the integration of model based methods. Consequently, the basic system concept, as outlined according to the demand profiles of the application scenarios, features a generic knowledge base for water resources problems and object-oriented methods for linking the KBS-components with a GIS, external data bases and interactive graphics user interfaces. Taking into account available software products and current developments, the feasibility of an object-oriented hybrid information system was judged positive.
