Abstract

This article introduces the work of the research team in Agder, providing a context for the seven following articles. The writers have been personally engaged in the processes which they describe, and seek to draw general conclusions from their experience. Agder is a prosperous region, which has not experienced crisis, and is able to devote considerable resources to regional development.

  1. The idea behind the Agder Council was to integrate and coordinate policies between the two counties Aust- and Vest-Agder.

  2. The main actors in the partnerships in Agder that formed the RDC called the Value Creation Alliance were: representatives from the two county authorities in Agder, the regional offices of The Norwegian Confederation of Trade Unions (labour organisation), The Confederation of Norwegian Business and Industry (employer organisation), the regional offices of the Public Employment Agency, the regional offices of the Norwegian Industrial and Regional Development Fund, Agder University College, the County Governors in Aust- and Vest-Agder, the regional office of the National Office for Social Insurance and The Norwegian Association of Local and Regional Authorities (a national members’ association for municipalities, counties, and public enterprises under municipal or county ownership).
