Zusammenfassung
Der vorliegende Beitrag stellt das Forschungspotenzial von Linked-Employer-Employee-Daten am Beispiel der Lohneffekte der Tarifbindung dar. Im Gegensatz zu bestehenden Studien basiert die Analyse auf einem Längsschnitt-Datensatz und versucht hiermit, der Selektion von Individuen und Betrieben aufgrund unbeobachteter Merkmale in die Tarifbindung Rechnung zu tragen. Die Analyse nutzt explizit Informationen zu Betrieben aus, die über den Beobachtungszeitraum das Tarifbindungsregime wechseln. Konkret kann hierbei die Lohnveränderung derjenigen Individuen, die in einem Wechselbetrieb beschäftigt sind, mit der Lohnveränderung von Individuen in denjenigen Betrieben, die ihr Regime über den Beboachtungszeitraum beibehalten, verglichen werden. Die Ergebnisse weisen darauf hin, dass in Westdeutschland Flächentarifverträge und in Ostdeutschland Firmentarifverträge jeweils mit einer statistisch signifikanten, jedoch geringfügigen durchschnittlichen Lohnprämie von etwa 2% verbunden sind.
Abstract
The purpose of this study is to illustrate the research potential of linked employer-employee data with an application to the wage effects of collective wage contracts. In using longitudinal data set we attempt to assess the extent to which differences in wages between workers in covered and uncovered firms arise from the non-random selection of workers and firms into the different regimes. By measuring the relative wage gains or losses of workers employed in firms that change contract status, we obtain estimates that depart considerably from previous results for Germany that rely on cross-sectional data. Industry-level contracts in western Germany and firm-level contracts in eastern Germany are associated with a small, but statistically significant average wage premium of about 2 per cent.
