Die europäische Statistik wandelt sich von einem koordinierten Zusammenschluss nationaler Statistiksysteme zu einem genuin Europäischen Statistischen System (ESS). Im Verlauf dieser Anpassung an die neuen Gegebenheiten geht es um konsistente Statistikprodukte, effiziente Produktionsprozesse und Qualität der Informationen. Qualität, Vertrauen und Autorität sind zentral für die amtliche Statistik in der modernen demokratischen Gesellschaft, in der sie eine neutrale, unparteiliche Position zwischen den Entscheidern in politischen Prozessen und den Bürgern einnimmt. Der Beitrag unterstreicht die zentrale Rolle der statistischen Governance und des adäquaten Qualitätsmanagements für die europäische Statistik und erläutert die Maßnahmen, mit denen die institutionelle Architektur des Europäischen Statistiksystems renoviert wurde.

Abstract

European Statistics are evolving from a collection of coordinated national statistical systems to a genuine European Statistical System (ESS). In the process of adapting to the new reality, the focus is on consistent products, efficient production processes and quality of statistical information. Quality, trust and authority are central to official statistics in a modern democratic society, in which official statistics hold a neutral and impartial position between the political decision-makers and citizens. The article underlines the central importance of statistical governance and quality management for European Statistics and explains the measures taken to reform the institutional architecture of the European Statistical System.
