Zusammenfassung

Zum 20. Erscheinen des Bericht über die menschliche Entwicklung enthält die Ausgabe 2010 erstmals einen Ungleichheit einbeziehenden Index für menschliche Entwicklung, einen Index für geschlechtsspezifische Ungleichheit sowie einen neuen Index für mehrdimensionale Armut. Der Beitrag stellt diese Indizes zusammen mit ihren mathematisch-statistischen Grundlagen vor, vergleicht dabei auch die neuen Ansätze mit denen in früheren Berichten. Wesentliche methodische Grundlage ist eine verallgemeinerte Mittelwerte bestimmende soziale Bewertungsfunktion, die über geeignete Parameterwahl Aversion gegen Ungleichheit zum Ausdruck bringt.

Abstract

The 20th Human Development Report (HDR) issued in 2010 presents several new indices: the Inequality-adjusted Human Development Index (IHDI), the Gender Inequality Index (GII), and a new Multidimensional Poverty Index (MPI). The paper introduces these indices together with their mathematical-statistical basics; also comparing the new proposals with the elder ones of previous reports. The main methodological basis is a social evaluation function determining general means and appropriately incorporating inequality aversion by choosing a respective parameter.
