Abstract

The q-rung orthopair 2-tuple linguistic numbers (q-RO2TLNs) are helpful tools to represent fuzzy or indeterminate evaluation information. The classical PROMETHEE II is a flexible outranking method for complete ranking and provides different preference functions for decision-makers to choose from. Considering the superiority of the PROMETHEE II method and q-RO2TLNs, in this paper, we propose an extended PROMETHEE II method for multi-attribute group decision-making with the q-RO2TLNs. First, the distance measure of q-RO2TLNs is defined, and then the similarity degree of q-RO2TLNs based on distance is defined to determine the experts’ weights. Besides, the comprehensive weights are determined for attributes, in which the subjective and objective weights are derived using the group best–worst method and the deviation maximization method respectively. Then, the PROMETHEE II method is extended to q-RO2TLNs. Finally, the demonstration and discussion of two examples are conducted to illustrate the feasibility and superiority of our proposed method.
