Abstract

This paper characterizes a class of problems that are knowledge intensive but with characteristics differing from those traditionally amenable to an expert system approach. They are transient, emerging and receding in importance over time. They appear in environments where knowledge intensive attention is highly scarce. And the opportunity cost in searching for confirming and clarifying data is high. The paper details a system for addressing such problems and continues by illustrating the system's effectiveness through a case study of the system's use.
