Abstract

This paper examines the readiness of the European industry to improve the state of practice of its software processes from the viewpoint of the necessary training investment. The observations presented here are mainly based on a state of practice survey conducted by the European Software Institute (ESI) from 1994 to 1995, and on the analysis of a European users training needs survey conducted by the European Software Process Improvement Training Initiative (ESPITI) during 1995. Has Europe learnt enough so that it is improving the state of practice? What can be done to generate greater demand for improvement?
