    In the past few years, neural network has been an important information processing system and plays a crucial rule in the biological information and engineering field. In recent years, there has been a large number of studies devoted to neural network including biological information process, artificial intelligence, medical image analysis, automatic control and so on [1–8]. With the deep study of neural network, it is found that the practical neural network always appears with kinds of complex properties such as unknown parameters, active functions, high dimension, delays and outer disturbance (see, for instance [9–15]).
