Abstract:

Using perturbation arguments, we develop algorithms as well as explicit conditions for deciding whether the eigenvalues of a matrix can be placed in the open left-half complex plane through scaling, i.e. through multiplication by a diagonal matrix. Several of our conditions are generalizations of the best-known condition to date, a nested full-rank condition that was originally developed by Fisher and Fuller in 1958.
