Abstract:

In the process of electricity market transition from plan to market, industrial and commercial users gradually shift from catalogue price to market pricing. In order to encourage all industrial and commercial users to enter the market, China has set up an STATE GRID Agency Power Purchase (APP) Mechanism. For industrial and commercial users who do not directly participate in the market purchasing, power grid companies purchase electricity by agent, ensuring the smooth implementation of the market-oriented price reform policy for industrial and commercial users. Due to the complex structure of the purchasing and selling sides of the system at the present stage, the power composition of the APP and the source of the system cross subsidy are not clear, and the influencing factors of the APP price are complex and changeable. Therefore, this paper builds a model for the composition of APP and cross-subsidies at the present stage. On this basis, it quantitatively analyzes the influence of the fluctuation of priority power generation and the increase of residential agricultural load on the price of APP. It provides guarantee for the smooth operation of China's APP mechanism.
