Abstract:

in modern emergency management, the coordination among governments in the early-warning procedure is very important, because a disaster is always followed by various kinds of secondary disasters. Aiming at this importance, a collaborative early warning method of transportation during snow disaster is established based on fuzzy comprehensive evaluation (FCE). First, factors that affect the early-warning of transportation are analyzed, like meteorological and geological factors, energy supply factors and so on. Based on the factor analysis, the collaborative early-warning index of transportation is established, and further the weight of each index is determined through expert scoring and Analytical Hierarchy Process (AHP) method. Finally, the collaborative early-warning classification model of transportation is developed using FCE as the method. In addition, a case study of Guangdong province transportation department during the 2008 snow disaster in south China is conducted. The validity of the model is proved through case study. At last, some significative conclusions are reached.
