Abstract:

This research discusses financial criteria of BOT projects from government and private sectors. Private sectors are including the studies, sponsor companies and contractors, lenders and investors. Depending on the size and complexity of the BOT transportation projects in Taiwan, the financial phases of projects are divided into six segments for discussion. They are "lifetime phase", "development phase", "contract specified phase", "construction phase", "operation phase", and "transfer phase". In order to solve the difficulty of discussing criteria theoretically and uncertainty of decision environment, this research suggests two stages of selection procedure. (1) Selecting criteria: this part employing the extent of expertise by expert and then using "fuzzy Delphi method via fuzzy integration" to select 22 important criteria from experts. (2) Estimating weight of segments and criteria: this part development "fuzzy analytic hierarchy process" to handle the uncertainty of decision environment, calculating the relative importance between segments and criteria under segments. The results appear that the government and private sectors emphasized weight of segments and criteria respectively. These are helpful to understand the different concepts from the view of the public and private sectors.
