This paper deals with the implementation of a platform called Elgar for designing and providing IoT services based on the concept of Design Once, Provide Anywhere Elgar enables users to create a service design by specifying the control flow and logical devices. The service design can be implemented anywhere by adapting to different environments and physical devices. We showed the effectiveness of the adaptability by applying the platform to smart parking implementation to different environments using the same design.
