In this paper, we propose a method for designing a transportation network in Utsunomiya City based on OD (Origin-Destination) flow. First, we estimate the OD flow by analyzing daytime and nighttime population distributions. Then, we place hubs as transfer points and design the transportation network. By solving the facility location problem and allocating actual facilities, we enable a more realistic network design.
