Abstract:
Due to the multitude of actors involved, disaster management represents an enormous challenge in terms of information exchange and the coordination of forces. In the present paper, we introduce the approach and the results of the Austrian national project INKA, the objective of which is to advance civil-military interoperability between the Austrian Armed Forces and the relevant civil institutions through the design and development of easy-to-use, IT-supported information exchange. After providing a brief overview of our research methodology along with the surveyed system requirements, we present the derived technical system architecture, followed by an outlook on its practical evaluation. Finally, we conclude the paper with a summary of the present status of civil-military interoperability in Austria along with a perspective for its further advancement in the coming years.
