Abstract:

The mobile telecommunication network is morphing into an All-IP mobile network with diversified radio access systems. The All-IP mobile network should be established by converging the mobile telecommunication network and the fixed Internet. This article opens a debate on whether mobility management should be implemented as end-to-end intelligence or network intelligence.
