Abstract:

This paper designs the process flows of a weapon equipment requirements analysis system. This prototype system adopts a capability-based method, and the capability-based assessment contains task requirements analysis, capability requirements analysis and material solution analysis by considering China's military specific situations. These three analysis phases are described by using the operational viewpoint, capability viewpoint and system viewpoint of DoDAF 2.0 respectively. Every phase is composed of certain structured steps, with each step analyzed explicitly. Both the input and output of every phase are presented, with the purpose to achieve the best non-material, material or combination of approaches to fill the identified capability gaps. The framework of the prototype system can be further concluded on the basis of the weapon equipment requirements generation and these analysis phases. The future prototype system will integrate the commercial TD-CAP with our self-developed MARS.
