Abstract:

With a view of ensuring stable operations of Zaporizhstal Integrated Iron and Steel Works (Ukraine), maintaining fixed assets, enhancing operational reliability of technological facilities, implementing projects and programs, the company's Directorate for Capital Construction and Investment has elaborated system competencies at two levels of project management (external and internal) and tested them while implementing Reconstruction of Blast Furnace 3 project. System competencies include: 1) Cognitive competence that seeks to ensure that the needs of stakeholders resonate with characteristics of a project being implemented; 2) Behavioural competence that aims to achieve the synergistic effect by creating conditions for emergence at two levels of the system organization "project - environment", "elements (project participants) - connections". The proposed system of competences contributed to bolstering the efficiency of operational and strategic management of the Reconstruction of Blast Furnace 3 project. In this way, the project had been completed according to the schedule, with some acceptable budget deviations. The most advanced technologies were applied in the project implementation: preliminary assembly in larger units, installation of 400-ton units by a crane with a lifting capacity of more than 1,500 tons, an intelligent 3D model of a blast furnace, a bell-free top charging device, an aspiration system with devices for continuous automatic control; there have been developed and implemented: an information system for supervising and monitoring the project implementation processes to identify deviations from the predetermined project schedule and budget; a system of adjusting indicators related to the cost of work of contractors with the aim of stimulating their performance.
