In [1], there are two symbol typos in equations. In (1b), the “ $\forall t$ , $\forall t$ ” should be “ $\forall i$ , $\forall t$ ”. In (1d), the “ $\forall t$ , $\forall t$ ” should be “ $\forall j$ , $\forall ~t$ ”. IEEE regrets the error.
