Abstract:
The cell broadcast service (CBS) is an effective broadcasting technology commonly used for emergency alerting. Herein, we address the challenges of geo-fencing and language-independent content in CBS using the minimum area quadrilateral (MAQ) geo-fencing algorithm. The proposed algorithm effectively simplifies irregular polygons into MAQs to reduce the number of segments in cell broadcast data and enhance the efficiency of location-based CBS. Evaluation on two datasets shows that the MAQ expands the warning area by approximately 1.675 and 1.34 times compared with that of raw polygons. The results highlight the potential of the algorithm for application in optimizing emergency alert dissemination. Our novel approach to warning area coordinate formatting can aid in conveying crucial information to a broader audience, regardless of language proficiency. These findings open new avenues for developing streamlined and inclusive emergency alerting systems.
