Abstract:

Digital technologies have triggered substantial disruptions in the public sector, offering developing countries new avenues to pursue innovative goals. To effectively meet the needs of citizens and achieve high-value and real-time transformations, governments must strategically evaluate their digital environment and set appropriate objectives. This article aims to contribute to the field by presenting a maturity model for developing countries seeking digital transformation by assessing their digital environment and utilizing strategic planning methods to set future objectives. Key transformational issues, including the evaluation of government readiness level, the adoption of strategic planning methods, and the assessment of objective maturity levels, are addressed. Additionally, the article presents a practical application of the proposed model within the context of digital development in Uruguay.
