ABSTRACT
This paper describes the experience of ongoing project 'Increasing capacity of local governments in providing e-services in Ida-Virumaa-Leningrad oblast cross-border areas' (ELRII-470), implemented under Cross Border Cooperation Program of the ENPI Estonia-Latvia-Russia 2007--2013. Lessons learned from this project seem interesting to learn and use in similar projects.
