A strategic decision support system (SDSS) called SPIRE has been developed and applied that is responsive to the needs of a decision maker confronting a complex and/or chaotic situation. Such situations are not amenable to analytical resolution, employing essentially deductive reasoning. SPIRE facilitates or “supports” the cognitive function of a human decision maker rather than being the engine for the production of the decision itself, aiming to trigger inductive reasoning. The information organization of SPIRE output is analogous to neuronal group architecture. SPIRE diagrams provide the decision maker with visual cognitive frames to rationally address the complex situation at hand; these also answer critical strategic questions. A SPIRE application will be presented.
