Foreword: This volume contains the proceedings of the 11th International Joint Conference on Computational Intelligence (IJCCI 2019), held in Vienna, Austria 17 – 19 September, 2019. Sponsored since its creation in 2009 by the Institute for Systems and Technologies of Information, Control and Communication (INSTICC), this 11th edition of IJCCI is co-organized by the Technische Universität Wien. IJCCI is technically co-sponsored by the International Federation of Automatic Control (IFAC) and the World Federation on Soft Computing. IJCCI is held in cooperation with ACM Special Interest Group on Artificial Intelligence, Spanish Association of Artificial Intelligence, European Society for Fuzzy Logic and Technology, International Neural Network Society, Associazione Italiana per l'Intelligenza Artificiale, Portuguese Association for Artificial Intelligence and International Fuzzy Systems Association. The purpose of IJCCI is to bring together researchers, engineers and practitioners on the areas of Evolutionary Computation, Fuzzy Computation and Neural Computation. The connection of these areas in all their wide range of approaches and applications forms the International Joint Conference on Computational Intelligence. IJCCI is composed of three co-located complementary conferences, each specialized in one of the aforementioned main knowledge areas. Namely: - International Conference on Evolutionary Computation Theory and Applications (ECTA) - International Conference on Fuzzy Computation Theory and Applications (FCTA) - International Conference on Neural Computation Theory and Applications (NCTA) The International Conference on Evolutionary Computation Theory and Applications (ECTA) intends to be a major forum for scientists, engineers and practitioners interested in the study, analysis, design, modelling and implementation of evolvable systems, both theoretically and in a broad range of application fields. ECTA welcomes both theoretical research and practical applications. The International Conference on Fuzzy Computation Theory and Applications (FCTA) intends to be a major forum for scientists, engineers and practitioners interested in the study, analysis, design, modeling and implementation of fuzzy systems, both theoretically and in a broad range of application fields. The goal of the International Conference on Neural Computation Theory and Applications (NCTA) is to provide a major meeting point for scientists, engineers and practitioners interested in the study, analysis, design, modeling and implementation of neural computing systems, both theoretically and in a broad range of application fields. IJCCI 2019 includes three talks delivered by internationally distinguished speakers: Marco Dorigo (Université Libre de Bruxelles, Belgium), Pietro Oliveto (University of Sheffield, United Kingdom) and Vesna Sesum-Cavic (TU Vienna, Austria). The joint conference, IJCCI received 85 paper submissions from 31 countries, of which 24% were presented as full papers. To evaluate each submission, a double-blind paper evaluation method was used: each paper was reviewed by at least two internationally known experts from the Program Committee. ECTA 2019 received 40 paper submissions from 20 countries in all continents, of which 22,5 % were presented as full papers. FCTA 2019 received 15 paper submissions from 12 countries in all continents, of which 27 % were presented as full papers. NCTA 2019 received 30 paper submissions from 15 countries in all continents, of which 27 % were presented as full papers. The high quality of the papers received imposed difficult choices in the review process. To evaluate each submission, a double blind paper review was performed by the Program Committee, whose members are highly qualified independent researchers in the ECTA, FCTA and NCTA topic areas. As in previous editions of the conference, based on the reviewers’ evaluations and on the presentations, selected authors will be invited to submit extended versions of their papers for a book, which will be published by Springer with the best papers of IJCCI 2019. All presented papers will be submitted for indexation by Thomson Reuters Conference Proceedings Citation Index (CPCI/ISI), DBLP, EI (Elsevier Engineering Village Index), Scopus, Semantic Scholar, Google Scholar and Microsoft Academic. We would like to express our gratitude to all the people who contributed to IJCCI 2019. First of all, to the authors, whose quality work has been essential for this conference; second, to all members of the Program Committee and auxiliary reviewers, who helped us with their expertise and valuable time.
