Foreword: This volume contains the proceedings of the 13th International Conference on Knowledge Discovery and Information Retrieval (KDIR 2021) which is part of the 13th International Joint Conference on Knowledge Discovery, Knowledge Engineering and Knowledge Management (IC3K 2021). IC3K was sponsored by the Institute for Systems and Technologies of Information, Control and Communication (INSTICC), and held in cooperation with the ACM Special Interest Group on Artificial Intelligence, the Association for Advancement of Artificial Intelligence, Associação Portuguesa de Reconhecimento de Padrões, the Associazione Italiana per l'Intelligenza Artificiale and the Special Interest Group on Knowledge Management of the German Society for Computer Science. This year IC3K was, exceptionally, held as a web-based event, due to the Covid-19 pandemic, from 25 - 27 October. The main objective of IC3K is to provide a point of contact for scientists, engineers and practitioners interested in the areas of Knowledge Discovery, Knowledge Engineering and Knowledge Management. IC3K is composed of three co-located complementary conferences, each specialized in one of the aforementioned main knowledge areas. Namely: - International Conference on Knowledge Discovery and Information Retrieval (KDIR) - International Conference on Knowledge Engineering and Ontology Development (KEOD) - International Conference on Knowledge Management and Information Systems (KMIS) The International Conference on Knowledge Discovery and Information Retrieval (KDIR) aims to provide a major forum for the scientific and technical advancement of knowledge discovery and information retrieval. The joint conference, IC3K received 103 paper submissions from 47 countries in all continents, of which 18% were accepted as full papers. The high quality of the papers received imposed difficult choices in the review process. To evaluate each submission, a double blind paper review was performed by the Program Committee, whose members are highly qualified independent researchers in the three IC3K Conferences topic areas. KDIR 2021 received 42 paper submissions from 21 countries in all continents, of which 14% were presented as full papers. To evaluate each submission, a double blind paper review was performed by the Program Committee, whose members are highly qualified independent researchers in the KDIR topic areas. The conference also featured 4 keynote lectures delivered by internationally well-known experts, namely Eric Yu (University of Toronto, Canada), Bhavani Thuraisingham (University of Texas at Dallas, United States), Jan Mendling (Humboldt-Universität zu Berlin, Germany) and Deborah L. McGuinness (Rensselaer Polytechnic Institute, United States), thus contributing to increase the overall quality of the conferences and to provide a deeper understanding of the conferences interest fields. As in previous editions of the conference, based on the reviewers’ evaluations and on the presentations, selected authors will be invited to submit extended versions of their papers for a book, which will be published by Springer with the best papers of IC3K 2021. A short list of best papers will also be invited for a post-conference special issue of the Springer Nature Computer Science Journal. All presented papers will be submitted for indexation by Scopus, Google Scholar, DBLP, Semantic Scholar, Microsoft Academic, EI (Elsevier Engineering Village Index) and Web of Science / Conference Proceedings Citation Index as well as being made available at the SCITEPRESS Digital Library. We sincerely thank all the authors for their submissions and participation in IC3K 2021. Furthermore, we are grateful to all the members of the program committee and reviewers, who helped us with their expertise, dedication and time. We would also like to thank the invited speakers for their excellent contribution in sharing their knowledge and vision. Finally, we acknowledge the professional support of the IC3K 2021 team for all organizational processes, especially given the need to introduce online streaming, forum management, direct messaging facilitation and other web-based activities in order to make it possible for authors to present their work and share ideas with colleagues in spite of the logistic difficulties caused by the current pandemic situation. We hope that all colleagues who participated in the conference and/or read its proceedings, find this a fruitful and inspiring conference. (More)
