Foreword: This volume contains the proceedings of the 13th International Joint Conference on Computational Intelligence (IJCCI 2021), sponsored by the Institute for Systems and Technologies of Information, Control and Communication (INSTICC). IJCCI is technically co-sponsored by the IEEE SMC Technical Committee on Computational Intelligence and held in cooperation with the Spanish Association of Artificial Intelligence, the Associazione Italiana per l'Intelligenza Artificiale and the Association for the Advancement of Artificial Intelligence. This year IJCCI was held as a web-based event, due to the Covid-19 pandemic, from 25 – 27 October. The purpose of IJCCI is to bring together researchers, engineers and practitioners on the areas of Evolutionary, Fuzzy and Neural Computation. The connection of these areas in all their wide range of approaches and applications forms the International Joint Conference on Computational Intelligence. IJCCI is composed of three co-located complementary conferences, each specialized in one of the aforementioned main knowledge areas. Namely: - International Conference on Evolutionary Computation Theory and Applications (ECTA) - International Conference on Fuzzy Computation Theory and Applications (FCTA) - International Conference on Neural Computation Theory and Applications (NCTA) The International Conference on Evolutionary Computation Theory and Applications (ECTA) intends to be a major forum for scientists, engineers and practitioners interested in the study, analysis, design, modelling and implementation of evolvable systems, both theoretically and in a broad range of application fields. ECTA welcomes both theoretical research and practical applications. The International Conference on Fuzzy Computation Theory and Applications (FCTA) intends to be a major forum for scientists, engineers and practitioners interested in the study, analysis, design, modeling and implementation of fuzzy systems, both theoretically and in a broad range of application fields. The goal of the International Conference on Neural Computation Theory and Applications (NCTA) is to provide a major meeting point for scientists, engineers and practitioners interested in the study, analysis, design, modeling and implementation of neural computing systems, both theoretically and in a broad range of application fields. IJCCI 2021 includes four talks delivered by internationally distinguished speakers: Carlos Coello (CINVESTAV-IPN, Mexico), Barbara Hammer (Bielefeld University, Germany), Joseph Rynkiewicz( Université de Paris 1 Panthéon-Sorbonne, France) and Susana Vieira (University of Lisbon, Portugal). The joint conference, IJCCI received 67 paper submissions from 28 countries, of which 29.8% were presented as full papers. To evaluate each submission, a double-blind paper evaluation method was used: each paper was reviewed by at least two internationally known experts from the Program Committee. The high quality of the papers received imposed difficult choices in the review process. To evaluate each submission, a double-blind paper review was performed by the Program Committee, whose members are highly qualified independent researchers in the ECTA, FCTA and NCTA topic areas. In addition, the Workshop Smart, Personalized and Age-Friendly Working Environments - SmartWork, chaired by Otilia Kocsis and Konstantinos Moustakas was held together with IJCCI 2021. As in previous editions of the conference, based on the reviewers’ evaluations and on the presentations, selected authors will be invited to submit extended versions of their papers for a book, which will be published by Springer with the best papers of IJCCI 2021. Also, a short list of best papers will be invited for a post-conference special issue of the Springer Nature Computer Science journal. All presented papers will be submitted for indexation by Scopus, Google Scholar, DBLP, Semantic Scholar, Microsoft Academic, EI (Elsevier Engineering Village Index) and Thomson Reuters Conference Proceedings Citation Index (CPCI/ISI). We would like to express our gratitude to all the people who have contributed to IJCCI 2021. First of all, to the authors, whose quality work has been essential for this conference; second, to all members of the Program Committee and auxiliary reviewers, who helped us with their expertise and valuable time. Finally, we would like to deeply thank the invited speakers for their excellent contribution in sharing their knowledge and vision. Finally, we acknowledge the professional support of the IJCCI 2021 team for all organizational processes, especially given the need to introduce online streaming, forum management, direct messaging facilitation and other web-based activities in order to make it possible for IJCCI 2021 authors to present their work and share ideas with colleagues in spite of the logistic difficulties caused by the current pandemic situation. We hope that all colleagues who participated in the conference and/or read its proceedings, find this a fruitful and inspiring conference. We hope to contribute to the development of the Computational Intelligence community and look forward to having additional research results presented at the next edition of IJCCI, details of which are available at https://ijcci.scitevents.org/.
