Foreword: This book contains the proceedings of the 10th International Conference on Photonics, Optics and Laser Technology (PHOTOPTICS 2022) which was sponsored by the Institute for Systems and Technologies of Information, Control and Communication (INSTICC). PHOTOPTICS 2022 was held in cooperation with the Sociedade Portuguesa de Materiais, European Materials Research Society (E-MRS), Photonics21, the Italian Society of Optics and Photonics (SIOF) and the Japan Society of Applied Physics. The Science and Technology Events (SCITEVENTS) was the Logistics Partner. This year PHOTOPTICS was, exceptionally, held as a web-based event, due to the COVID-19 pandemic, from 10 – 11 February. The Conference Program included oral presentations (full papers, short papers and abstracts) and posters, organized within three simultaneous tracks, “Optics”, “Photonics” and “Lasers”, covering both theoretical and practical aspects. We are proud to announce that the program also included four plenary keynote lectures, given by internationally distinguished researchers, namely – Giuseppe Strangi (Case Western Reserve University, United States, and CNR-NANOTEC Istituto di Nanotecnologia and Department of Physics, University of Calabria, Italy), Romain Quidant (ETH Zürich, Switzerland), Rachel Grange (ETH Zurich, Department of Physics, Institute for Quantum Electronics, Optical Nanomaterial Group, Switzerland) and Harald Giessen (4. Physikalisches Institut, University of Stuttgart, Germany). In addition, this year PHOTOPTICS also had two successful Special Sessions and one Workshop: the Special Session on Advanced Optical Materials and Devices (AOMatDev), 3rd Edition of the Special Session on Nanophotonics, Plasmonics and Metamaterials (NanoPlasMeta) and Workshop on Optical Wireless Communications: Status and Perspectives (OWC-SP). Each of these satellite events helped to promote the discussion about relevant projects on each field. PHOTOPTICS received 28 paper submissions from 18 countries. To evaluate each submission, a double blind paper review was performed by the Program Committee, whose members are highly qualified researchers in PHOTOPTICS topic areas. Based on the classifications provided, 10 papers were selected as full papers which led to a full paper acceptance ratio of 36%. These strict acceptance ratios showed the intention to preserve a high quality forum, which we expect to develop further next year. All papers presented at this conference will be available in the SCITEPRESS Digital Library. Moreover, a short list of presented papers will be selected for publication of extended and revised versions in a special issue of the Journal of Optics. The organization distributed three paper awards at the conference closing session. A "Best Paper Award", "Best Student Paper Award" and a “Best Poster Award” were conferred to the author(s) of the best papers and poster presented at the conference, selected by the Program/Conference Chairs based on the best combined marks of paper reviewing, assessed by the Program Committee, and paper presentation quality, assessed by session chairs at the conference venue. We would like to express our thanks to all participants. First of all to the authors, whose quality work is the essence of this conference; secondly to all members of the Program Committee and auxiliary reviewers, who helped us with their expertise and valuable time. We would also like to deeply thank the invited speakers for their excellent contribution in sharing their knowledge and vision. Finally, we gratefully acknowledge the professional support of the INSTICC team for all organizational processes, that make it possible for PHOTOPTICS 2022 authors to present their work and share ideas with colleagues in spite of the logistic difficulties caused by the current pandemic situation.
