Foreword: This book contains the proceedings of the 3rd International Conference on Deep Learning Theory and Applications (DeLTA 2022) which was sponsored by the Institute for Systems and Technologies of Information, Control and Communication (INSTICC). DeLTA 2022 was held in cooperation with the International Neural Network Society (INNS) and the European Society for Fuzzy Logic and Technology (EUSFLAT). The Science and Technology Events (SCITEVENTS) was the Logistics Partner. This year DeLTA was held in Lisbon, Portugal from 12-14 July. The Conference Program included oral presentations (full papers and short papers) and posters, organized in five simultaneous tracks: “Image Classification", "Machine Learning", "Clustering, Classification and Regression", "Deep Learning Applications" and "Deep Learning Theory and Applications”. We are proud to announce that the program also included three plenary keynote lectures, given by internationally distinguished researchers, namely – Ioannis Pitas (Aristotle University of Thessaloniki, Greece), Michal Irani (Weizmann Institute of Science, Israel) and João Freitas (PagerDuty, Portugal). DeLTA received 36 paper submissions from 21 countries. To evaluate each submission, a double-blind paper review was performed by the Program Committee, whose members are highly qualified researchers in DeLTA topic areas. Based on the classifications provided, 5 papers were selected as full papers which led to a full paper acceptance ratio of 14%. These strict acceptance ratios show the intention to preserve a high-quality forum, which we expect to develop further next year. All papers presented at this conference will be available in the SCITEPRESS Digital Library. Moreover, a short list of presented papers will be selected for publication of extended and revised versions with Springer in a CCIS Series book. The organization distributed two paper awards at the conference closing session. A "Best Paper Award" and a “Best Poster Award” was conferred to the author(s) of the best papers presented at the conference, selected by the Program/Conference Chairs based on the best combined marks of paper reviewing, assessed by the Program Committee, and paper presentation quality, assessed by session chairs at the conference venue. Conferences are also meeting places where collaboration projects can emerge from social contacts amongst the participants. Therefore, in order to promote the development of research and professional networks the Conference included in its social program a Conference Social Event & Banquet on the evening of the 12th of July. We would like to express our thanks to all participants. First of all, to the authors, whose quality work is the essence of this conference; secondly to all members of the Program Committee and auxiliary reviewers, who helped us with their expertise and valuable time. We would also like to deeply thank the invited speakers for their excellent contribution in sharing their knowledge and vision. Finally, words of appreciation for the hard work of the secretariat: organizing a conference of this level is a task that can only be achieved by the collaborative effort of a dedicated and highly capable team.
