Foreword: This book contains the proceedings of the 18th International Conference on Web Information Systems and Technologies (WEBIST 2022), which was organized and sponsored by the Institute for Systems and Technologies of Information, Control and Communication (INSTICC). The conference was held in cooperation with ACM Special Interest Group on Management Information Systems, ACM Special Interest Group on Hypertext, Hypermedia and Web, European Research Center for Information Systems and The Open Group. This year WEBIST was held in Valletta, Malta as a hybrid event, from 25 to 27 October. The purpose of this conference is to bring together researchers and practitioners interested in technological advances and business applications of web-based information systems. WEBIST featured four main topic areas, covering different aspects of Web Information Systems, namely Internet Technology, Web Intelligence and Semantic Web, Social Network Analytics and HCI in Mobile Systems and Web Interfaces. WEBIST 2022 received 61 paper submissions from 24 countries, of which 30% were accepted as full papers. To evaluate each submission, a double-blind paper review was performed by the Program Committee, whose members are highly qualified independent researchers in the WEBIST topic areas. The high quality of the WEBIST 2022 programme was enhanced by keynote lectures, delivered by experts in their fields, including: Diana Maynard (University of Sheffield, United Kingdom), Wolfgang Nejdl (L3S and University of Hannover, Germany), Riccardo Rosati (Sapienza Università di Roma, Italy) and Mike Thelwall (University of Wolverhampton, United Kingdom). In addition, the 2nd Special Session on Quality of Service and Quality of Experience in Systems and Services - QQSS 2022, chaired by Przemyslaw Falkowski-Gilski was held together with WEBIST 2022. All presented papers will be submitted for Scopus, Google Scholar, DBLP, Semantic Scholar, EI (Elsevier Engineering Village Index) and Web of Science / Conference Proceedings Citation Index. and, as well as being made available at the SCITEPRESS Digital Library. Besides the proceedings edited by SCITEPRESS, a post-conference book will be compiled with extended versions of the conference´s best papers and published by Springer in a Lecture Notes in Business Information Processing (LNBIP) Series book. Also, a short list of best papers will be invited for a post-conference special issue of the Springer Nature Computer Science journal. The best contributions to the conference, the best student and best poster submissions were distinguished with awards based on the best combined marks of paper reviewing, as assessed by the Program Committee, and the quality of the presentation, as assessed by session chairs at the conference venue. Building an interesting and successful program for the conference required the dedicated effort of many people. Firstly, we greatly thank the authors, whose research and development efforts are recorded here. Secondly, we thank the members of the program committee and additional reviewers for their diligence and expert reviewing. Finally, we acknowledge the professional support of the WEBIST 2022 team for all organizational processes, especially given the needs of a hybrid event, in order to make it possible for WEBIST 2022 authors to present their work and share ideas with colleagues in spite of the logistic difficulties. We hope that all colleagues who participated in the conference and/or read its proceedings, find this a fruitful and inspiring conference.
