Foreword: This book contains the proceedings of the 9th International Conference on Information Systems Security and Privacy (ICISSP 2023), held in Lisbon, Portugal from 22 – 24 February 2023. This conference was organized and sponsored by the Institute for Systems and Technologies of Information, Control and Communication (INSTICC), and organized in cooperation with the Associação Portuguesa para a Promoção da Segurança da Informação (AP2SI), and the Trusted Computing Group. The Conference Program included oral presentations (full papers and short papers) and posters, organized in different technical sessions. We are proud to announce that the program also included plenary keynote lectures, delivered by internationally distinguished researchers, Prof. Dr. Melanie Volkamer (Karlsruhe Institute of Technology, Germany) and Prof. Luca Viganò (King's College London, United Kingdom), and an additional invited talk given by Thorsten Stremlau (Systems Principal Architect, NVIDIA, United States). ICISSP 2023 received 138 paper submissions from 37 countries. Each submission was subject to a double-blind paper review process, which was performed by the international Program Committee, whose members are highly qualified researchers in ICISSP topic areas. From these, 26 papers were selected for publication and presentation at the Conference as full papers. These numbers, leading to a full-paper acceptance ratio of 19%, show the intention of preserving a high-quality forum for this conference, that we intend to maintain for the next editions of this conference. A short list of papers presented at the conference will be invited to publish extended and revised versions in Springer’s Communications in Computer and Information Science (CCIS) book series. Additionally, a further selected short list will be invited to produce revised and extended papers for a special issue of the Springer Nature Computer Science journal. All papers presented at this conference will be available at the SCITEPRESS Digital Library. We would like to express our thanks to everyone who contributed to ICISSP 2023. First of all, to the authors, whose quality work has been essential for this conference; secondly to all members of the Program Committee and auxiliary reviewers, who helped us with their expertise and valuable time. We would also like to deeply thank the invited speakers for their excellent contribution in sharing their knowledge and vision. Finally, we gratefully acknowledge the professional support of the INSTICC team for all organizational processes, that make it possible for ICISSP 2023 authors to present their work and share ideas with colleagues.
