Foreword: This book contains the proceedings of the 11th International Conference on Photonics, Optics and Laser Technology (PHOTOPTICS 2023) which was sponsored by the Institute for Systems and Technologies of Information, Control and Communication (INSTICC). PHOTOPTICS 2023 was held in cooperation with the European Physical Society (EPS), European Materials Research Society (E-MRS), the Italian Society of Optics and Photonics (SIOF) and the Japan Society of Applied Physics. The Science and Technology Events (SCITEVENTS) was the Logistics Partner. This year PHOTOPTICS was held in Lisbon, Portugal, from 16 – 18 February. The Conference Program included oral presentations (full papers, short papers and abstracts) and posters, organized within three simultaneous tracks, “Optics”, “Photonics” and “Lasers”, covering both theoretical and practical aspects. We are proud to announce that the program also included four plenary keynote lectures, given by internationally distinguished researchers, namely – Andrea Ferrari (Cambridge Graphene Centre, University of Cambridge, United Kingdom), Humeyra Caglayan (Tampere University, Finland), Isabel Pastoriza-Santos (University of Vigo, Spain) and Susana Silva (INESC TEC, Portugal). In addition, this year PHOTOPTICS also had one successful Workshop: the 4th Edition of the Workshop on Nanophotonics, Plasmonics and Metamaterials (NanoPlasMeta), which helped to promote the discussion about relevant projects on the field. This Workshop also included three keynote lectures, given by internationally distinguished researchers, namely Sven Burger (Zuse Institute Berlin, Germany), Costantino De Angelis (University of Brescia, Italy), and Andrey Evlyukhin (Leibniz University Hannover, Germany). PHOTOPTICS received 22 paper submissions from 15 countries. To evaluate each submission, a double blind paper review was performed by the Program Committee, whose members are highly qualified researchers in PHOTOPTICS topic areas. Based on the classifications provided, 7 papers were selected as full papers which led to a full paper acceptance ratio of 32%. These strict acceptance ratios showed the intention to preserve a high quality forum, which we expect to develop further next year. All papers presented at this conference will be available in the SCITEPRESS Digital Library. Conferences are also meeting places where collaboration projects can emerge from social contacts amongst the participants. Therefore, in order to promote the development of research and professional networks the Conference included in its social program a Conference Social Event & Banquet on the evening of the 17th of February. The organization distributed one paper award at the conference closing session. A "Best Paper Award” was conferred to the author(s) of the best paper presented at the conference, selected by the Program/Conference Chairs based on the best combined marks of paper reviewing, assessed by the Program Committee, and paper presentation quality, assessed by session chairs at the conference venue. We would like to express our thanks to all participants. First of all to the authors, whose quality work is the essence of this conference; secondly to all members of the Program Committee and auxiliary reviewers, who helped us with their expertise and valuable time. We would also like to deeply thank the invited speakers for their excellent contribution in sharing their knowledge and vision.
