Foreword: This book contains the proceedings of the 13th International Conference on Operations Research and Enterprise Systems (ICORES 2024), held in Rome, Italy from 24 to 26 of February 2024. This conference is organized and sponsored by the Institute for Systems and Technologies of Information, Control and Communication (INSTICC). The purpose of ICORES is to bring together researchers, engineers, graduate students, faculty and practitioners interested in advances and applications in the field of operations research. Two simultaneous tracks were held, one on domain independent methodologies and technologies, and the second on practical work developed in specific application areas. This edition received 63 paper submissions from 26 countries of which 25% were accepted as full papers. To evaluate each submission, a double-blind paper review was performed by the Program Committee, whose members are highly qualified independent researchers in ICORES topic areas. To recognize the best contributions, awards based on these reviews, as assessed by the Program Committee, and presentation quality, as assessed by the session chairs, were conferred during the closing session of the conference. Based on reviewer evaluations and presentation quality, a short list of authors will be invited to submit extended revised versions of their papers for a book to be published by Springer containing the best papers. The conference program included three keynote lectures given by internationally distinguished speakers: Marco Cococcioni (Dept. of Information Engineering, University of Pisa, Italy), Shoumen Palit Austin Datta (MIT Auto-ID Labs, Massachusetts Institute of Technology and MDPnP Lab and Cybersecurity Program, Massachusetts General Hospital, Harvard Medical School, United States), and Alice Smith (Industrial and Systems Engineering, Auburn University, United States). The meeting was complemented with the tutorial on Strategic Analytics for Enterprise Systems: Methods and Applications, given by Greg H Parlier. We express our thanks to all participants. First to all the authors, whose quality work is the essence of this conference; and secondly to all members of the Program Committee and auxiliary reviewers, who helped us with their expertise and valuable time. We also deeply thank the invited speakers for excellent contributions in sharing their knowledge and vision. Finally, special thanks to all the members of the INSTICC team whose collaboration and coordination were fundamental to the success of this conference.
