Foreword: This book includes all the papers accepted for presentation at the 13th International Conference on Pattern Recognition Applications and Methods (ICPRAM 2024), held in Rome, Italy from 24 to 26 of February 2024. As usual, the conference is organized and sponsored by the Institute for Systems and Technologies of Information, Control and Communication (INSTICC). All INSTICC conferences are international events supported by an experienced team that organizes a rigorous selection of papers. Its publications are submitted for evaluation for indexing by SCOPUS, Google Scholar, DBLP, Semantic Scholar, Ei, and Web of Science, and are freely accessible at ScitePress digital library. INSTICC works in close collaboration with prestigious associations, universities, and other research institutions all over the world. ICPRAM conference is also technically co-sponsored by the IEEE Computational Intelligence Society, and organized in cooperation with ACM Special Interest Group on Artificial Intelligence (ACM SIGAI), the Association for the Advancement of Artificial Intelligence (AAAI), the International Neural Network Society (INNS), the European Association for Signal Processing (EURASIP), and the European Association for Biometrics (EAB). As for past editions, ICPRAM is also endorsed by the International Association for Pattern Recognition (IAPR). ICPRAM has become an annual meeting that since its first edition has aimed at being a major point of contact between researchers, engineers and practitioners on the areas of Pattern Recognition and Machine Learning. Both theoretical and application perspectives are covered, with a special eye for their new trends and their powerful interaction. Since the beginning, the aim has been to provide a common forum, where conference attendees can meet and exchange ideas for their future research activity, and possibly establish new collaborations. This edition received 149 submissions from 37 countries. Each contribution has been peer reviewed by at least two highly qualified reviewers based on a double-blind review process. At the end of this process, 30 submissions were selected for oral presentation as full papers, 49 submissions for oral presentation as short papers, and 33 submissions for poster presentation. Subject to the quality of the contributions, awards will be assigned during the conference to acknowledge the scientific value of the best papers presented at ICPRAM 2024. The winning papers will be chosen by the Program/Conference Chairs based on the combination of two elements: the best combined review marks, assessed by the Program Committee, and the paper presentation quality, assessed by Session Chairs as well as by the Program Chairs at the conference venue. Moreover, the most appealing poster will be assigned the Best Poster Presentation Award, to acknowledge the ability of the Authors to capture the attention and interest of the conference attendees. Besides the accepted contributions, the conference program also includes four particularly interesting keynote lectures given by internationally distinguished speakers, namely: Marco Cristani (University of Verona), Jean-Luc Dugelay (EURECOM, France), Alice O'Toole (The University of Texas at Dallas, United States), and Carol J. Smith (Carnegie Mellon University, United States). Finally, we take the opportunity to thank the authors, all the members of the Program Committee and the additional reviewers, the invited speakers and all members of the INSTICC team whose collaboration has been fundamental for the success of this conference.
