Foreword: This book contains the proceedings of the 12th International Conference on Photonics, Optics and Laser Technology (PHOTOPTICS 2024) which was sponsored by the Institute for Systems and Technologies of Information, Control and Communication (INSTICC). PHOTOPTICS 2024 was endorsed by The Optical Society and Europhysics Letters (EPL), and held in cooperation with the Italian Society of Optics and Photonics (SIOF) and the Sociedade Portuguesa de Materiais. The Science and Technology Events (SCITEVENTS) was the Logistics Partner. This year, PHOTOPTICS was held in Rome, Italy, from 21 – 23 February. The Conference Program included oral presentations (full papers, short papers and abstracts) and posters, organized within three simultaneous tracks, “Optics”, “Photonics” and “Lasers”, covering both theoretical and practical aspects. We are proud to announce that the program also included three plenary keynote lectures, given by internationally distinguished researchers, namely – Jaime Gomez Rivas (Applied Physics and Science Education, Eindhoven University of Technology, Netherlands), Olivier Martin (École Polytechnique Fédérale de Lausanne, Switzerland) and Monika Ritsch-Marte (Medical University of Innsbruck, Austria). In addition, this year PHOTOPTICS also had one successful Special Session and one Workshop: the Special Session on Advanced Optical Materials and Devices (AOMatDev) and the 5th Edition of the Workshop on Nanophotonics, Plasmonics and Metamaterials (NanoPlasMeta), which played a key role in fostering the discussion on relevant projects on the field. The NanoPlasMeta Workshop also included two keynote lectures, given by internationally distinguished researchers, namely Yoshito Y. Tanaka (Institute of Industrial Science, The University of Tokyo, Japan) and Otto Muskens (University of Southampton, United Kingdom). A short list of best papers will be invited for publication of extended and revised versions in a special issue of EPL (Europhysics Letters). PHOTOPTICS received 16 paper submissions from 8 countries. To evaluate each submission, a double-blind paper review was performed by the Program Committee, whose members are highly qualified researchers in PHOTOPTICS topic areas. Based on the classifications provided, 3 papers were selected as full papers which led to a full paper acceptance ratio of 19%. These strict acceptance ratios showed the intention to preserve a high-quality forum, which we expect to develop further next year. All papers presented at this conference will be available in the SCITEPRESS Digital Library. The conference proceedings will be submitted for evaluation for indexing by the Web of Science/Conference Proceedings Citation Index, SCOPUS, DBLP, Semantic Scholar, Google Scholar, and EI. Conferences are also meeting places where collaboration projects can emerge from social contacts among the participants. Therefore, to promote the development of research and professional networks the Conference included in its social program a Conference Social Event & Banquet on the evening of the 22nd of February. The organization distributed one paper award at the conference closing session. A "Best Paper Award” was conferred to the author(s) of the best paper presented at the conference, selected by the Program/Conference Chairs based on the best combined marks of paper reviewing, assessed by the Program Committee, and paper presentation quality, assessed by session chairs at the conference venue. We would like to express our thanks to all participants. First of all to the authors, whose quality work is the essence of this conference; secondly to all members of the Program Committee and auxiliary reviewers, who helped us with their expertise and valuable time. We would also like to deeply thank the invited speakers for their excellent contribution in sharing their knowledge and vision.
