Abstract:
In Scrum-based projects, precise assessments of requirement changes are crucial for effective management. A Decision Support System (DSS) can streamline managing these changes, improve collaboration, and enhance decision-making. This paper proposes a Measure-Driven Decision Support System (MD-DSS) for managing requirement changes at both functional and structural levels, using COSMIC FSM (ISO 19761) and an extended Structural Size Measurement method. The MD-DSS benefits all Scrum stakeholders, including Product Owners, Scrum Masters, Development Teams, and managers. Its performance was evaluated quantitatively and qualitatively across 15 software development projects.
