Abstract
This study begins to examine previous discussions and delineates major dimensions of digital divide. Next, the paper seeks to extend the concept of digital divide to the point to take those issues such as media accessibility, information mobilization and information consciousness into account when we explore ways to solve the problem of widening digital gap. Finally, A suggestion leading to “mature information-based welfare society” by enhancing the right to information access, right to information utilization and right to information reception is proposed.
