Abstract

The Capability Maturity Model for Software describes a Level 1 organization as one which does not provide a stable environment for developing and maintaining software. There is a high degree of chaos in such organizations and the success of projects depends primarily on having dedicated managers and engineers. Formal training is usually nonexistent in Level 1 organizations.

Starting a software engineering training program in a Level 1 organization is a significant undertaking that requires dedication, patience, and commitment of resources that are traditionally not provided. This paper describes the process that was followed to establish a training program in such an organization.
