Abstract
Application of IT in public administration is usually understood as a way to higher performance of existing public administration authorities, digitization of existing documents, easier spreading of information, and better control over citizens than as a way to the transformation of the public administration business model. However, the digital transformation of public administration is nowadays more significant and acute than in any other area as it is also stated in famous OECD E-government Imperative: “E-government is more about the government than about the “e””. In the chapter, we analyze the essential factors of public administration business and propose the way to the application of the idea of digital transformation in public administration based on the idea of process-driven management as a representative of the essence of digital transformation.

Notes
- 1.
It should be noted that the meaning of the concept Citizen is not equal to the meaning of the concept Physical Person. So, the “end of life” of the citizen does not mean necessarily the physical death but any possible end of citizenship.
- 2.
Particularly in PA, the great problem is change of legislation, necessary for the application of changes in PA processes, competences and other related aspects. Digital transformation of PA is impossible without the legislative changes.
