Abstract
The report of the 19th National Congress of the Communist Party of China pointed out that “socialism with Chinese characteristics has entered a new era”, and China’s economy has changed from a high-speed development to a high-quality development stage. The adjustment of power energy structure and market-oriented reform have been pushed forward in depth. One belt, one road, is the traditional cost management mode. The first is that the traditional power project cost above the budget quota has been unable to meet the needs of the full market competition. Two, the new technologies change rapidly in complex power engineering. At the same time, the overseas electricity market is broader. This puts forward new requirements for the cost management of electric power engineering. At this time, the management based on cost big data will bring more convenience to the cost management.
