A Study on the Promotion Strategy of the Taichung Learning City Project as the Development Process of the Culture Identity of a City

Abstract

The definition of a learning city is defined by the European Lifelong Learning Initiative (ELLI), focusing on city development, vision, and the problem encountered at all stages of development. Citizens, through systematic learning processes, discovering questions, and mutual discussions, are able to reach consensus and work together on city development.

Since 2015, the Ministry of Education of Taiwan has promoted the learning city project, inviting the government worldwide to come up with suitable city development plans for regional cities. The Taichung city government launched the “Taichung city, a learning city” project during 2016 and 2019. Within four years, it has resulted effectively by the establishment of the city culture image of “Humanistic, Happiness and Livable, Taichung pro Learning and Beautiful;” this has become a model example for other county governments. To fully understand how Taichung city government promotes the identity of city culture by launching the learning city project, this study has taken the method of in-depth interview and participatory observation method. The interview began in 2016 with a total 25 interviewees from the project members and the execution team of the education bureau; while the practice of participatory observation method is by participating the 2019 Taichung learning city project for a year in order to analyze the promotion strategy of the Taichung learning city project.
