Research on the Shenzhen Mode of China’s State-Owned Enterprise Reform Serving Industrial Development in the New Era

Abstract

Based on the neoclassical micro theory, this paper expounds those state-owned enterprises, as the micro main body of the market, have the function of guiding private and small-micro enterprises to fully participate in competition and promote each other’s development, analyzes that this function cannot be replaced by other micro main bodies of the market, and emphasizes the role of state-owned enterprises in the development of national economy through the neoclassical micro theory. By collecting and understanding the spirit of the three-year action plan for the reform of state-owned enterprises and the “1 + N” policy system for the reform of state-owned enterprises issued by the SASAC of the State Council in 2020, and in combination with the increasingly cautious supervision of the use of financial funds by the central and local governments, the local governments have accordingly adjusted and changed the investment and financing mode. This transformation is appropriately closely related to the ongoing reform of state-owned enterprises and regional industrial upgrading. It is a challenge and opportunity that local governments must face at this stage to comprehensively promote the vigorous development of regional industries through the reform of state-owned enterprises. As a leading demonstration area of socialism with Chinese characteristics, Shenzhen has formulated an effective reform action plan in the reform of state-owned enterprises and took the lead in implementing the Fund Group Strategy. By adopting the equity investment model, improve the use efficiency of financial funds, comprehensively lead the industrial transformation and upgrading development, to promote the common development of private enterprises. This paper also summarizes the results in the process of practice, in order to provide practical reference and model for the reform of state-owned enterprises, the development of service industry and the development of private economy in the new era.
