Model of Long-Term Preservation of Digital Documents in Institutes of Higher Education

Abstract

The preservation of both physical and digital documents is a legal mandate, but above all a social responsibility to preserve the digital heritage of a public or private institution. This research aims to propose a model of long-term preservation of digital documents in higher education institutes, based on OAIS (Open Archival Information System), adjusted to the needs of the Higher Technological Institute “Juan de Velasco”, for an evaluation of the digital preservation processes is carried out with an estimate of the current state and the determination of needs according to the catalog of criteria of safe repositories NESTOR (Nestor Catalogue of Criteria for Trusted Digital Repositories). An analysis of the most used digital preservation models and the strategies, policies, techniques, standards on which they base their management is carried out. A review of regulations, international and local laws of digital preservation is also carried out to support the elaboration of the model so that it is applicable in higher technological institutes of education. Based on the OAIS reference framework, a Long-Term Digital Preservation model called MPDL-ISTJV is proposed with adjustments in its functional entities to guarantee complete adaptability and an improvement in the assurance of the intellectual heritage managed by the Higher Technological Institutes.
